Access Criteria
ChristieCare provides services to children enrolled in Medicaid or a participating private insurance plan, as well as to children whose families are capable of paying for services through other means.
Oregon”s Medicaid services – provided within the Oregon Health Plan – are structured so that children may gain access through one of nine Mental Health Organizations (MHOs), which are regional agencies that administer the mental health benefits of the Oregon Health Plan. Referrals are generally made by the applicable County Mental Health Provider (CMHP) located in each Oregon county. Children outside of Oregon may access ChristieCare programs through Medicaid services in their own states.
Access to Children”s Receiving Center and Christie After Hours services is generally provided through referrals from the Oregon Department of Human Services (DHS).

Residential Treatment Services
Assessment and Evaluation Services
For children ages 7–17 who:
- have an IQ of 70 or above
- require a 30–90 day intensive evaluation so that a longer term placement can be carefully planned

Intensive Evaluation Services
For children ages 7–17 who:
- have an IQ of 70 or above
- require a 7–14 day intensive evaluation so that a longer term placement can be carefully planned
* Requires a referral from a psychiatrist, psychologist, or local county mental health department.
Crisis Respite
For children ages 7–17 who:
- require a 72–hour safe placement due to a child or family crisis
- possess no major medical conditions, and are not actively psychotic, suicidal, homicidal or under the influence of drugs or alcohol
Planned Respite
For children ages 7–17 who:
- require a 72–hour safe placement, pre–planned by ChristieCare and the child’s family in order to prevent a child or family crisis
- possess no major medical conditions, and are not actively psychotic, suicidal, homicidal or under the influence of drugs or alcohol
Christie After Hours
For children ages 6-17 who:
- have no other available placement in the system of care, and may possess a history of mental health or behavioral challenges
- require short-term shelter care so that a longer-term placement can be carefully planned
- are residents of Clackamas, Multnomah or Washington counties
Transition Aged Youth
For young adults ages 17-24 who:
- have a significant history of residential treatment
- voluntarily come into the program
- are ready to work on life skills to self manage in the community
Psychiatric Residential Treatment Services
Intensive Secure Residential Treatment
For children ages 7–17 who:
- have an IQ of 70 or above
- have been unsuccessful in less restrictive levels of care
- require a secure setting due to the threat of running and/or aggressive behaviors
* Requires a referral from a psychiatrist, psychologist, or local county mental health department.
Stabilization and Transition Services
For children ages 7–17 who:
- are referred by the state as an alternative to state hospital level of care
Open Residential Treatment
For children ages 7–17 who:
- have an IQ of 70 or above
- have been unsuccessful in less restrictive levels of care, but do not require a secure setting
* Requires a referral from a psychiatrist, psychologist, or local county mental health department.
Native American Program
For children ages 12–17 who:
- have an IQ of 70 or above
- have been unsuccessful in less restrictive levels of care, but do not require a secure setting
Subacute Care
For children ages 7–17 who:
- are experiencing acute psychiatric episodes
- require 24–hour care in a secure and safe setting for up to 14 days, as an alternative to hospitalization
Children’s Receiving Center
Children ages 1–18 who:
- are entering protective custody for the first time
- may be part of a sibling group that can be kept intact
- require short–term emergency care so that a longer term placement can be carefully planned
- are residents of Multnomah County
